In the book ´´ Monografía de Toledo´´, by Anita Sánchez de Rozo and Rubén Darío Rodríguez, it is said that ´´the primitive settlers descended from the Chitareros, who in turn were descendants of the Chibchas. As a stronghold of the primitive settlers, today there are the Tunebos or U´was, who are located in the area known as Santa Librada, Sararíto, Samoré, El Chuscal and some neighboring regions of Arauca and Boyacá´´.
The conquerors dominated the primitive Indians without much resistance, who, fleeing, had reached these valleys where they were content to provide themselves with food, which essentially consisted of corn, yucca, sweet potato and various wild fruits, they hunted deer and other wild animals whose meat was much appreciated.
Toledo, as a municipality, comes from its neighbor Labateca, from where it was segregated as a parish in 1795.
The existence and foundation of Labateca as an encomienda dates back to 1555 and 1560.
